More and more questions are being raised about the legality of the Trump administration's offer to nearly all federal workers to resign now and keep their pay through Sept. 30.
The message reiterated an offer for a chance to take a second job or travel to a "dream destination" and remain on the federal payroll for months. But questions remain about whether that would be legal.
If private industry experience is any guide, the government's top talent is likely to be the first out the door, though unions are warning against taking the deal.
